The year was 1998.

Bill Clinton had just announced that the United States was experiencing their first budget surplus since 1969. "Armageddon" and "Saving Private Ryan" were topping the box office and setting records of their own.

The saga of Sammy Sosa could have gone much differently had the Cubs traded him to the Yankees in 2000. At the time, Sosa was coming off of two historic seasons in which he hit 66 and 63 home runs, respectively. 

In an era where every player who has Hall of Fame-worthy numbers is scrutinized under the harshest of microscopes, Barry Bonds, Roger Clemens, Mark McGwire and Sammy Sosa have become the steroid era figureheads, examples of what happens when your career is tainted with suspected or proven use of performance-enhancing drugs—but that shouldn't deny them access to the hallowed grounds of Cooperstown, NY.

The 2013 MLB Hall of Fame class has been all over the news lately.

The announcement comes Wednesday, Jan. 9., and this year marks the first time that the some of the game's greatest but also most controversial players—Barry Bonds, Roger Clemens, Sammy Sosa, and Curt Schilling—are eligible to be elected.

MLB Network has brought in everybody and their mother to give their two cents on who should be elected and how the era should be evaluated based on the prevalence of performance enhancing drugs.

For a five- to six-year span, Sammy Sosa was one of the best home run hitters in MLB. 

With Sosa eligible to be voted into the Baseball Hall of Fame for the first time, the question is whether or not he belongs with the greatest players in the history of the game.

Could Sosa be part of the 2013 Hall of Fame class? Does his career home run total warrant a near-automatic bid ticket to Cooperstown?

Last season, Jose Bautista shocked the baseball world by coming out of nowhere to launch 54 home runs as a member of the Blue Jays, setting a franchise record, and leading all of baseball in longballs.

In the process, he registered the 42nd season in which a player has hit at least 50 home runs. It is a feat achieved by only 26 different players, and is one of the most revered clubs in all of professional sports.

The scars of MLB's recent past are beginning to heal and fade. The Steroids Era is growing smaller and smaller in the rearview mirror.

It's been over six years since Major League Baseball was first embarrassed on Capitol Hill in the "steroids hearings" of March 2005. Over three years have passed since the release of the Mitchell Report.

Despite the march of time, there are still a handful of retired MLB stars who, well, we simply wish would just go away—Jose Canseco and Roger Clemens among them.

We now know that cheating was a part of baseball for the last two decades. There are legitimate reasons to believe between 50 percent and 80 percent of players were using some form of performance enhancing drugs. For many, the improvements flew under the radar, preventing suspicion.

But in a few belligerent examples of perceived immunity, players exploded for other-worldly numbers. These are a few of the most glaring examples of such seasons.  

Right Field is usually the place where the guy with the strongest arm is put so that he can throw players out going to third.

The ball is also not hit too often to right field, and in general this player is better in the batter's box than out in the field.

So with this in mind I thought I would pick the best right fielder in each teams franchise history. In this ranking I took into account both hitting and fielding, with a slight emphasis on the first.
